Mansfield Community Fiber was founded in 2016 by friends from the towns of Underhill, Jericho and Westford. We have invested private funds to build a state-of-the art fiber-to-the-premises telecommunications network we are proud to call our own. MCFiber is owned, managed and operated by local residents committed to offering the highest possible standard of service to our neighbors. Tim Nulty, Jericho, VT, CEO, President: Tim has been developing advanced telecommunications systems since 1985, initially as the senior telecom project officer at the World Bank, followed by Central European Telecom Investments, Inc. (venture capital telecom development company working in Eastern Europe), building Burlington Telecom, and most recently, ECFiber, a cooperative venture of 24 towns in Windsor and Orange Counties, Vermont (www.ecfiber.net).
Leslie Nulty, Jericho, VT, Chief Financial Officer and Secretary-Treasurer: Leslie has more than 40 years’ experience in financial management, served as Controller for Central European Telecom Investments, and as Project Coordinator for ECFiber.
Steve Smith, Worcester, VT and New Orleans, LA, Chief Technical Officer and Member of the Board: Steve has run his own technology support company serving clients nationwide, for 37 years, from a home-based business in Vermont and Louisiana, with a wide range of individual and corporate clients. He served as Chief Technical Officer for ECFiber and built its current network.
James Luisi, Westford, VT, Chairman of the Board: Jim is an accomplished electrical and software engineer. He worked for IBM for 37 years and retired as an Advisory Software Engineer when the Essex facility was sold in 2015. Jim has over 40 years of experience in designing, developing, and maintaining industrial electrical and electronic systems, system control software, and database driven software applications. Jim has lived and worked in Vermont for over 38 years and is active in other community interests as Vice-President of Westford Fire District #1, a community-owned and operated water utility.
Scott Pfeiffer, Burlington VT, Technical Officer, Member of the Board: Scott has a BS in Electrical and Software Engineering from Penn State. He has been programming for over 10 years, with 5 years of professional experience. At present employed at Global Foundries, Essex, Vt, he focuses (among other matters) on developing systems and software for business task automation. Scott benefits from FTTx access at his home in Burlington, courtesy of Burlington Telecom, and is putting his skills to work to bring those benefits to other locations in Chittenden County.
Michael Luisi, Westford, VT, Technical Officer, Member of the Board: Michael has an international background and education that has centered around spatial and business development. Michael holds a B.SC. in Computer Science from He received his masters at the University of Cambridge (UK) which focused on regional developments aimed at stimulating new forms of economic growth and sustainable business development. He has a professional background in marketing and technical support for software development and network applications.
Gerard Bernasconi, Underhill, VT, Outside Plant Supervisor, Member of the Board: Gerard has operated Bernasconi Construction for over 30 years and is a certified electrician. At MCFiber he is being trained in fiber-optic construction and splicing and is responsible, in coordination with Steve Smith, for building MCFiber’s central telecommunications hub.
